Twenty-five people were killed and 351 injured during violent clashes on 18 February, the Health Ministry said, as on-going protests, which began in November after Ukrainian President Viktor Yanukovych backed away from a trade agreement with the EU in favour of a 15-billion-dollar loan from Russia, continued. European Union diplomats were rushing to draft sanctions against those responsible for fresh violence and excessive use of force in Ukraine on 19 February, a day before the bloc's foreign ministers are to attend an emergency meeting in Brussels. The Brazilian government has expressed its concern with the clashes between the government’s security forces and Ukrainian protesters. In a note issued on Wednesday (Feb 19), Brazil’s foreign relations minister regretted the 26 deaths that took place in the last few days in Kiev, Ukraine’s capital.

According to the statement, the Brazilian government sees with concern the deterioration of the country’s political and institutional situation. “The political crisis in Ukraine should be tackled by the Ukrainians themselves, in a way that is peaceful and based on the respect for the institutions and human rights,” the note reads.

The conflicts in Ukraine started late in November, when thousands of people went onto the streets to protest against President Viktor Yanukóvich’s decision to suspend the agreement for the country’s ission into the European Union, and to strengthen its ties with Russia.
